When we  read the prophecy concerning the two eagles at the beginning of today’s passage we often think the first one, which established the vine in the prophecy, as being God.  However, if we read closely we realize that the first eagle is Babylon, who put Zedekiah on the throne of Jerusalem.  The second eagle is Egypt to whom Zedekiah turned for support when he rebelled against Babylon.  Overall, chapter 17 is a prophecy against Zedekiah for breaking his oath the Babylon.  It serves as a warning to us to keep our word.

Chapter 18 tells us that we are responsible for our own choices.  God will not judge us for our parents’ choices, nor will He reward us for them.  It does not matter if our parents were righteous.  If we are wicked, we will suffer for our wicked actions.  It also does not matter if our parents were wicked.  If we are righteous, God will reward us for our righteousness.  We do not inherit righteousness, but we also do not inherit wickedness.  Each of us must choose our path.
